A Five-Story Mixed-Use Building With 20 Apartments Is Proposed Steps from Horner Park — And Construction Could Start This Spring

Irving Park's development momentum shows no signs of slowing down. Plans were just revealed this weekend for a striking new mixed-use building at 3007 W. Irving Park Road — and if things move quickly, shovels could be in the ground as soon as April.

Local developer Lukaven Development is leading the project, with Thomas Architects handling the design. The proposed five-story building would rise 67 feet and deliver 20 residential apartments, approximately 2,800 square feet of street-level retail space, 15 parking spaces, and an impressive 20 bike parking spaces. Every resident would enjoy a private balcony, plus access to a large shared rooftop deck — a welcome perk along the Irving Park Road corridor. To meet the city's affordability requirements, four of the 20 units will be set aside as affordable housing. The building would replace a pair of existing mixed-use structures whose ground-floor retail space has sat vacant, bringing fresh commercial energy back to the block near North Sacramento Avenue, just steps from Horner Park.

The team still needs aldermanic sign-off and City Council zoning approval to rezone the site from B3-1 to B3-3, but if approvals come through on schedule, the developer is targeting an April 2026 construction start with a completion date of April 2027.
