Rising From the Ground Up: Lake View East's 'The Phoenix' Wins City Approval — 188 New Homes Are Coming to Halsted

Lake View East just got a major vote of confidence from City Hall. The Chicago Plan Commission this week approved The Phoenix, a striking 12-story mixed-use development proposed for 3611 N. Halsted Street — marking a significant step forward for one of the neighborhood's most-watched new projects. The building would bring 188 new apartments to the heart of Lake View East, with 38 of those units set aside as affordable housing under city rules. Developer David Gassman and his DLG team, working with Studio Dwell Architects, are hoping to break ground later in 2026 and deliver residents their new homes by 2027.
The design draws inspiration from Chicago's rich architectural tradition — red brick with cast-stone accents, inset balconies, and an arched entryway that nods to the city's classic courtyard buildings. Residents on the upper floors will enjoy an indoor amenity space and an outdoor rooftop deck with sweeping skyline views. At street level, a small cafe will anchor the podium, with a proposed public pocket patio carved from the adjacent alley — a rare open-air bonus for pedestrians along busy Halsted. The project is estimated to cost between $65 and $70 million.
With the Plan Commission's green light in hand, The Phoenix now heads to the City Council's zoning committee before a full council vote. If approvals and financing come together on schedule, Lake View East could soon welcome nearly 200 new neighbors to one of the North Side's most transit-connected corridors.
