Irving Park Businesses Band Together to Create the Neighborhood's First-Ever Special Service Area

Something big is quietly taking shape along Irving Park Road — and if local business owners get their way, the neighborhood's commercial corridor could soon have its own dedicated source of funding for beautification, public art, events, and more. Explore Irving Park Chicago (EIPC), a coalition of 13 area businesses anchored near the Irving Park Road and North Elston Avenue intersection, has been pushing the city to establish a brand-new Special Service Area (SSA) for the corridor — and 2026 is the year it could finally become reality.
The EIPC group, which includes beloved local spots like Extensions Dance Center and Katherine Anne Confections, has been working with the Pulaski Elston Business Association (PEBA) to submit a feasibility assessment to the City of Chicago's Department of Planning and Development. If the city greenlights PEBA's capacity to manage the process, a formal SSA application could move forward — bringing Irving Park in line with neighboring corridors that already benefit from dedicated taxing districts. A new SSA could unlock funding for streetscape improvements, community murals, seasonal programming, litter pickup, holiday décor, and the kinds of placemaking touches that make a neighborhood feel truly alive.
