Washington Park to Get $4.6 Million Healing Memorial — And the City Just Chipped In $280K to Make It Happen

On April 15, Chicago City Council approved $280,000 in Open Space Impact Fee (OSIF) funding to support the construction of the Chicago Torture Justice Memorial, set for a .54-acre site at 5520 S. Dr. Martin Luther King Jr. Drive — right in the heart of the neighborhood.

The memorial, valued at $4.6 million in total, will honor survivors of torture committed under the command of a former Chicago Police Department officer. But this project is about far more than remembrance — plans also include a workforce development program for survivors of state violence, public art installations, and educational programming for Chicago Public Schools students, turning the site into a living space of civic reckoning and community healing.

For Washington Park, the City Council vote is a meaningful signal: public dollars and public space are being committed to a project rooted in justice, community truth-telling, and empowerment.
