West Loop Neighbors Rally to Protect the Neighborhood's Future: The Fight Over a $250M TIF Fund

West Loop, your community leaders are speaking up — and loudly. A major funding battle is brewing this week after City Hall unveiled a plan to tap the Canal/Congress TIF district — a fund that spans much of the West Loop west of the Chicago River — to help bankroll infrastructure around the new Chicago Fire FC stadium in the South Loop. The taxpayer-funded infrastructure package would cover a 1,200-space parking garage, new roads, Metra track upgrades, and public parks and plazas surrounding the 62-acre development, while Fire owner Joe Mansueto finances the $750 million stadium itself.

But West Loop's own Ald. Bill Conway (34th) isn't having it. Conway has gone on record calling this the wrong time to redirect neighborhood dollars, arguing that the funds are desperately needed closer to home — for public safety improvements and CTA infrastructure — rather than for what he describes as unnecessary stadium amenities. It's a rare, unified moment of neighborhood advocacy, and West Loop residents are paying close attention to how City Hall responds.
