A New Chapter for Clark Street: Chase Park–Adjacent Site Set for Housing After Decades as a Tax-Exempt Nonprofit Campus
By Socialhood News · Il/Chicago/Uptown ·
A major transformation is quietly taking shape along Uptown's Clark Street corridor, and neighbors have good reason to take notice. The sprawling building complex at 4740 N. Clark — which has housed the Community Counseling Centers of Chicago (C4) for many years — is heading toward demolition, with residential development to follow. Developer Raftery, already known in the neighborhood for completing the well-regarded historically sensitive project at 4500–4504 N. Clark, is now linked to the site next to beloved Chase Park.
The three-building Clark Street complex has operated tax-free for at least 30 years under the Edgewater Uptown Building Corporation. With C4 facing mounting financial pressures — including a foreclosure filing on their Broadway location earlier this year — the writing has been on the wall. Now, community watchers at Uptown Update are optimistic about what comes next: the land, long off Uptown's tax rolls, will finally be repurposed for much-needed housing in a prime location steps from the park.
While Raftery's exact plans are still taking shape — current zoning could allow 3–4 stories by right, with an affordable housing component possible if an upzone is sought from 47th Ward Alderman Matt Martin — the prospect of new homes filling this long-static site is generating real buzz.
